Purpose
The purpose of these Safety Goals and Objectives is to support the Safety Policy of Para Clinics Aotearoa and ensure that all training and coaching activities are conducted to the highest possible safety standard.
These goals provide measurable outcomes that support compliance with the New Zealand Hang Gliding and Paragliding Association (NZHGPA) Operations Procedures Manual (OPM) and relevant safety obligations under the WorkSafe New Zealand Health and Safety at Work Act.
Core Safety Goals
Goal 1 — Conduct Safe and Structured Training
Objective:
All training activities will be conducted using structured safety briefings and progressive learning methods.
Measurement:

100% of students receive a safety briefing prior to activities

All students sign waiver and acknowledgement forms

Training conducted according to structured lesson plans

Ongoing — reviewed each course
Goal 2 — Maintain Safe Weather and Environmental Decision-Making
Objective:
Training activities will only occur in weather and environmental conditions suitable for the pilot skill level and training objective.
Measurement:

Weather assessments conducted before each training session

Training postponed or cancelled when conditions exceed safety limits

Site hazards identified and reviewed prior to operations
Review Frequency:
Daily during operations
Goal 3 — Ensure Equipment Safety and Airworthiness
Objective:
All equipment used during training meets required safety and airworthiness standards.

Equipment inspected before use

Damaged or unsafe equipment removed from service immediately

Before each use and seasonally
Goal 4 — Maintain Accurate Student Performance Records
Objective:
Student progression and performance will be recorded in sufficient detail to support safe development and competency tracking.

Goal 5 — Maintain Emergency Preparedness
Objective:
Emergency procedures are established, understood, and available during all training activities.

Goal 6 — Encourage Safe Pilot Behaviour and Decision-Making
Objective:
Promote strong safety awareness and responsible decision-making among pilots.

Goal 7 — Record and Review Safety Incidents
Objective:
All safety incidents and near-misses will be documented and reviewed to improve safety practices.

Goal 8 — Conduct Regular Safety System Reviews
Objective:
